This really must be read in its context. God speaks directly to Moses, from a tent actually. He tells that if the people follow his decrees and are careful to obey his commands he will make everything good for them. Perfect weather, abundance of food, peace and if you are confronted with the enemies you will easily kill them.
But if they won't listen to him and carry out all of his commands off course he must punish them. How could it be any other way to approach such a problem?
The list what he will do to the people is long and scary, if you believe in the bible. Forcing the people to eat their own children is just one piece of the ugly list.
This reflects the personality of the God of the Bible very well. You'll probably never find a more horrifying tyrant and dictator in any other book, fiction or nonfiction. Jesus says "Be afraid of the one who has the authority to throw you into hell after you have been killed. Yes, I tell you, be afraid of him" An eternity in a torture chamber is not exactly an improvement..

Killing your own children and eat them, is probably one of the most horrible things any man, or even god, can come up with.
I think humor can be a very important way to be able to reach out and get people to listen and think. This illustration is fun, yet it illustrates the distasteful management of the god in the bible.
